Building products sold in Britain are not required to meet tougher emissions standards, but many are doing so regardless.
One example is medium-density fibreboard (MDF), where formaldehyde levels are being reduced in response to new European Union rules.
Formaldehyde is a naturally occurring volatile organic compound found at low levels in all wood products. It is also widely used in resin binders during panel production to provide strength, durability and good machining characteristics.
Changes to the EU’s Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulations require manufacturers to ensure that formaldehyde emissions from wood-based panels meet a more stringent E05 limit before products can be placed on the EU market.
The revised requirement, introduced under Annex XVII of EU REACH, halves the current emissions threshold for wood-based panels and will apply across the EU from 6 August 2026.
Under the new rules, allowable formaldehyde emissions fall from the existing E1 limit of 0.124mg/m³ to 0.062mg/m³ of air concentration. This lower level is designated industry-wide as E05 and applies to all formaldehyde-emitting products sold in the EU, including MDF panels.
While the rules will also apply in Northern Ireland because it remains aligned with EU regulations under the Brexit agreement, they will not apply in Great Britain. In theory, this allows manufacturers to continue supplying higher-emission products to England while reserving cleaner versions for the EU. In practice, most are expected to standardise their product ranges across Europe, meaning the UK will still be affected by EU rules despite no longer having a role in shaping them.
Irish MDF manufacturer Medite Smartply has confirmed that all of its products will meet the new REACH requirements by early April, four months ahead of the August deadline.
As part of the transition, the company will issue updated declarations of performance, safety data sheets and product datasheets confirming E05 compliance. Although Construction Product Regulation markings will continue to reference E1 for CPR purposes, supporting documentation will confirm alignment with the revised EU REACH limits where applicable.
“We’ve been preparing for the revised EU REACH restriction for some time,” said Medite Smartply technical services manager Guillaume Coste. “We have been investing in testing and production readiness so that customers can expect the same dependable performance from MEDITE MDF as the industry moves to the lower E05 threshold.”
